Schools should set aside at least 30 minutes a day for silent reading, and all 11-year-olds reading ability should be tested when they start secondary school, a leading education figure will say today. In a speech at the National Conference on Accelerated Learning, the chairman of the Specialist Schools and Academies Trust, Sir Cyril Taylor, will say there is still a serious problem with literacy levels in schools in spite of much good work.
