Examining the SAT drop

In the first year of a new test, scores on the 2006 Scholastic Aptitude Test took their steepest drop in 31 years, declining by an average of seven points. What caused the decline? Was it the test (which was longer and included a writing section), the test-takers (fewer students retook the test; students typically score higher on retakes), or a reflection of broader education issues?
